Update: Monserrate Dem Nominee for State Senate
Sorry for the late reporting on this one, but as of 9 pm on September 9, Hiram Monserrate is the Democratic nominee for State Senator in his district in Queens, which means he’ll win the seat in his heavily Democratic district on November 4.
If I hear any news about when he’ll take on his new position, I’ll definitely keep everyone posted.

This will have absolutely NO effect on Monserrate’s vote in the City Council on the Willets Point matter, or on his leadership of the majority group of Council members who are opposed to the redevelopment.
Assuming he has a vote. He may be sworn in immediately to fill the open state senate seat thus leaving the council seat vacant subject to special election

Councilman Monserrate will never be denied his vote, in the City Council, on the proposed redevelopment of Willets Point. Regardless of the result of that lawsuit, Monserrate will be seated at the Council and empowered to vote, when the vote occurs.

Monserrate won’t hold 2 elected offices at the same time, and he won’t be denied his vote in the City Council. If necessary, factors other than the court’s decision will affect when Monserrate takes office as State Senator, as you will see, in the event that the court’s decision requires that those additional factors be brought to bear. Ultimately, Monserrate will be seated at the Council and empowered to vote, when the vote occurs.
Glad to hear you are even more confident than even Hiram has been in his public comments regarding the situation.

I have not yet heard an update on the issue. It’s entirely possible that it could go either way, as far as I know.
